Am I supposed to pour out the liquid candle that has burnt for 2 hours to start reaching the next scent ring? Or do these candles just keep burning all the way down without any help?

You are right, let the candle keep burning. You don’t need to do anything. I love the three scented ones.
You don’t have to do anything. Just let them burn.
They are nice for bathroom or small room. It gives you a nice pleasant aroma, but won’t cover up really bad smells such as pet *** or spilled trash. Also, I wouldn’t use tons of them, because overkill on fragrances can do more for allergies than smelling nice.
